SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JULY 16, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on July 16, 2020. The purpose of the meeting was to discuss Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Nos. 375 and 216; and request for alternative regarding requirements for preservice inspection acceptance of volumetric examination flaws for Vogtle Electric Generating Plant (VEGP), Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML20167A023. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The other documents referenced during the discussion can be found at the ADAMS Accession Nos. given below:

V. Hall Summary of Meeting:

ITAAC Nos. 375 and 216 SNC provided the ITAAC discussion items and a flow diagram (ADAMS Accession No. ML20192A011). SNC gave a brief overview on the ITAAC Nos. 375 and 216 and asked for NRC staff feedback. The NRC staff agreed with SNCs proposed actions for the listed items and stated the importance of ITAAC Closure Notifications (ICNs) accurately reflecting the actions taken. SNC indicated the ICNs would reflect the accurate information.

At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.

Request for Alternative: Requirements for Preservice Inspection Acceptance of Volumetric Examination Flaws (VEGP 3&4-PSI/ISI-ALT-14)

The NRC staff is reviewing request for alternative VEGP 3&4-PSI/ISI-ALT-14 and provided SNC with the draft Request for Additional Information (RAI) (ADAMS Accession No. ML20195B155) for discussion. The NRC staff began the discussion by providing a brief summary of the draft RAI. The NRC staff and SNC discussed the following items regarding the draft RAI:

  • The NRC staffs need for a technical basis for allowing flaws sizes up to 65% through wall in Class 1 and 2 systems that could reduce the structural margin and thereby increasing the potential for challenging the structural integrity of safety-related Class 1 and 2 welds as discussed in the final rule dated May 4, 2020 (85 Federal Register 26540) incorporating by reference the 2015 and 2017 Editions of American Society of Mechanical Engineers (ASME) Code.
  • Consideration of how each of these welds could potentially have multiple 65% through wall flaws that can cumulatively increase the susceptibility of compromising the structural integrity of each of the welds in addition to system-wide cumulative effects that would challenge the structural integrity of safety-related Class 1 and 2 systems and the performance of their safety function.
  • The staff provided, as an example, the technical basis could consist of a system-wide probabilistic fracture mechanics evaluation which demonstrates what effect accepting a distribution of flaws up to the limits provided in the proposed alternative has on the predicted piping failure frequencies over the lifetime of the plant versus not implementing the alternative. This analysis should account for uncertainties in each of the systems that have no operating experience and the flaw distribution probabilities (i.e., size and number of flaws in each weld) within each system.

The staff noted that in the previous public meeting discussion on June 4, 2020, the staff had stated that in order to perform a relatively quick deterministic review, SNCs alternative request would need to be limited and conservative. However, since the request includes flaws up to 65% through wall, a risk informed determination, such as system-wide probabilistic fracture mechanics evaluation would be needed due to the uncertainties discussed in the draft RAI.

SNC requested that the use of probabilistic fracture mechanics evaluation be removed from the draft RAI and asked whether a more limited scope of flaws and welds could be considered. The staff stated that it may not be possible to expeditiously review the current request with 65%

through wall flaws by the current requested by date. To meet the current requested date, SNCs request would have to be limited in scope or extent, or both. NRC emphasized the compressed schedule for this alternative request. SNC will prepare a draft revision taking into consideration a more limited scope of flaws and welds and have a subsequent call with NRC.
