OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON NOVEMBER 12, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on November 12, 2020. The purpose of the meeting was to discuss the following topic regarding Vogtle Electric Generating Plant (VEGP),

Unit 4: Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Post Closure Notification (IPCN) for ITAAC Index Number 344.

Lpez-Santiago Summary of Meeting During the review of the IPCN for ITAAC Index No. 344, received on October 27, 2020 (ADAMS Accession No. ML20301A851), the NRC staff questioned the acceptability of SNCs planned corrective action for the abnormal wear of the VEGP Unit 4 polar crane auxiliary hoist holding brake.

To better understand the issue, the staff provided SNC a set of questions on the braking mechanism and observed degradation. SNCs answers to the NRC staffs questions are available under ADAMS Accession No. ML20314A334. SNC provided background of the ITAAC Closure Notification (ICN) on completion of ITAAC Index No. 344 for the Unit 4 polar crane that was submitted on July 22, 2020 (ADAMS Accession No. ML20204B029). On September 30, 2020, a condition report was generated to note that the auxiliary hoist was not holding the load as expected. The crane operators at that time reported that the emergency brake had actuated, and SNC initiated an investigation. SNC determined that the holding torque developed by the brake was no longer meeting the acceptance criteria of the ITAAC. Following investigation, it was determined that one of the brake shoes was not properly aligned, which resulted in an abnormal wear on one end of the shoe.

SNC stated it used a torque adjustment verification to prove the ITAAC acceptance criteria were met following shoe alignment. This verification method is significantly different than the methodology used in the ICN, therefore resulting in a need to submit an IPCN. SNC stated that this alternative method performed under ITAAC maintenance for ITAAC Index No. 344 is recognized as the industry standard practice and was in accordance with the American Society of Mechanical Engineers Standard B30.2, Overhead and Gantry Cranes, which is the licensing basis standard for operational overhead crane inspection, testing, and maintenance. SNC further stated that this was adequate to show that the single failure proof design capability had been re-established.

The NRC staff provided some observations and clarified that the only affected part of the ITAAC was the ability to brake and hold the load. SNC agreed with all staffs observations.

The NRC staff stated that the IPCN is typical of the level of detail acceptable for the notification.

The staff added that the focus of this IPCN should be the basis for the alternative test methodology, which is how the IPCN is presented.

At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
