SUMMARY

OF MAY 10, 2022, PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED LICENSE AMENDMENT REQUESTS TO IMPLEMENT ALTERNATE SOURCE TERM, TSTF-51, TSTF-471, AND TSTF-490 FOR VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (EPID NO. L-2022-LRM-0033)

On May 10, 2022, an Observation Public Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to implement alternate source term (AST), Technical Specification Task Force (TSTF)-51, Revise containment requirements during handling irradiated fuel and core alterations; TSTF-471, Eliminate use of term CORE ALTERATIONS in ACTIONS and Notes; and TSTF-490-A, Deletion of E Bar Definition and Revision to [Reactor Coolant System] RCS Specific Activity Technical Specification, for Vogtle Electric Generating Plant (Vogtle), Units 1 and 2).

On April 18, 2022 (Agencywide Document and Access Management System (ADAMS)

Accession No. ML22124A021), the meeting was noticed on the NRC public webpage.

This is a follow-up pre-submittal meeting on the same topic that was held on July 1, 2021. The meeting summary for the first pre-submittal meeting is contained in ADAMS Accession Nos. ML21183A151 and ML21238A384.

SNC personnel presented slides contained in ADAMS Accession No. ML22123A333.

The NRC staff opened the meeting with introductory remarks and introduction of the attendees.

SNC personnel discussed the following topics: (1) purpose, (2) recap of the first pre-submittal meeting held on July 1, 2021, (3) LAR overview, (4) table of contents, (5) preliminary dose analysis summary, (6) project schedule and key staff interactions, (7) impact of TSTFs on AST dose analyses, (8) submittal and requested review schedule, and (9) comments and discussion.

SNC said that it would perform the following technical evaluations for the proposed Vogtle AST LAR: (1) atmospheric dispersion factors, (2) core and reactor coolant system (RCS) source terms, (3) loss-of-coolant accident (LOCA), (4) fuel handling accident (FHA), (5) RCS pump locked rotor accident (LRA), (6) control rod ejection (CRE) accident, (7) main steam line break (MSLB) accident, and (8) steam generator tube rupture (SGTR) accident.

SNC stated that the proposed LAR would request changes to the following TSs: (1) TS 1.1, Definitions, (2) TS 3.3.6, Containment Ventilation Isolation Instrumentation, (3) T 3.3.7, CREFS [Control Room Emergency Filtration System] Actuation Instrumentation, (4) TS 3.4.16, RCS Specific Activity, (5) TS 3.7.12, CREFS - Both Units Shutdown, (6) T 3.8.2, AC Sources - Shutdown, (7) TS 3.8.5, DC Sources - Shutdown, (8) TS 3.8.8, Inverters -

Shutdown, (9) TS 3.8.10, Distribution Systems - Shutdown, (10) TS 3.9.1, Boron Concentration, (11) TS 3.9.2, Unborated Water Source Isolation Valves, (12) TS 3.9.3, Nuclear Instrumentation, (13) TS 3.9.4, Containment Penetrations, and (15) TS 3.9.7, Refueling Cavity Water Level.

SNC said that it plans to submit the proposed amendments for Vogtle, Units 1 and 2, in June 2022, and request the NRC staff complete its review of the AST, TSTF-490, TSTF-471, and TSTF-51 LAR in July 2023.

NRC Questions to SNC The NRC staff asked the following questions:

Why does SNC plan to submit TSTF-51 and TSTF-471 together with the AST and TSTF-490 LAR and not separately?

Does SNC plan to request an exception from Footnote 11 of Regulatory Guide (RG) 1.183, Revision 0, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors, July 2000 (ML003716792)?

Will SNC take into account the NRC letter to the Technical Specifications Task Force dated October 4, 2018 (ML17346A587)?

Is SNC using new dispersion factors?

Will SNC provide a comparison table with current licensing basis values and new AST values and the basis for the changes?

Will SNC have variations to the three TSTFs?

Will SNC provide RADTRAD runs or outputs?

Will SNC provide the meteorological data?

Will SNC define the acronyms and initialisms?

Will SNC take into account the NRC Regulatory Issue Summary (RIS) 2001-19, Deficiencies in the Documentation of Design Basis Radiological Analyses Submitted in Conjunction with License Amendment Requests, dated October 18, 2001 (ML011860407)?

Will SNC take into account the NRC RIS 2006-04, Experience with Implementation of Alternate Source Terms, dated March 7, 2006 (ML053460347)?

Public Questions to NRC There were no questions from the public. There were no members of the public in attendance.

Closing The NRC staff made no regulatory decisions during the meeting.

Once received, the NRC staff will perform a thorough review of the proposed LAR and make any regulatory decisions in writing in a timely manner.
