SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON OCTOBER 15, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on October 15, 2020. The purpose of the meeting was to discuss the following topic regarding Vogtle Electric Generating Plant (VEGP), Units 3 and 4: draft proposed alternative for American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, Examination Coverage of Weldolet Branch Connection Welds.

O. Lpez-Santiago Summary of Meeting:

SNC provided a presentation on the draft proposed alternative for ASME Code,Section XI, Examination Coverage of Weldolet Branch Connection Welds (ADAMS Accession No. ML20288A813). SNCs draft alternative is available under ADAMS Accession No. ML20283A765.

The NRC staff provided the following items for SNC to consider:

  • As a general comment for the draft proposed alternative, the NRC staff noted that a similar issue was addressed in SNCs letter dated October 19, 2018 (ADAMS Accession No. ML18292A787), concerning limited coverage and limited access capabilities for cast austenitic stainless-steel valves. Title 10 of the Code of Federal Regulations 50.55a(g)(2)(ii) requires that all components be designed to be inspected in accordance with ASME Code,Section XI. The staff recommended that SNC consider including similar information (including a flaw tolerance evaluation) in the proposed alternative request that was included in the October 19, 2018 letter. The request for alternative should also address how it does not meet the regulation nor the ASME Code and the basis for the proposed alternative. SNC agreed.
  • With respect to the staffs question on why SNC is only performing a best effort surface examination, SNC clarified the surface examination is not a best effort, but would meet the ASME Section XI coverage requirements of essentially 100%. The NRC staff stated SNC may want to revise the terminology used in the draft alternative request, and SNC agreed.
  • Regarding staffs question on how the surface examination is an additional requirement when Section XI of the ASME Code requires a surface examination, SNC clarified it is not an additional examination, but was intended to meet the ASME Code; SNC agreed to revise the wording.
  • The NRC staff stated SNC should include all pertinent information in the request for alternative as in previous submittals. This includes information such as ASME Code Section III examinations performed, the examination coverage achieved, references to approved precedents in industry which were mentioned in SNCs presentation, and more information specific to alternative requests (i.e., materials of the welds and base metal, design that makes it inaccessible to obtain the full coverage, sketches, etc.). SNC agreed to address these comments.
  • The NRC staff noted best effort was misplaced in the draft request for alternative in that best effort volumetric examinations would be conducted to a minimum examination coverage of 40% and to the maximum extent practical with best effort; SNC agreed to revise wording.

O. Lpez-Santiago The NRC staff mentioned another pre-submittal meeting can be scheduled, if needed, after SNC revises the draft alternative. At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
