SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON OCTOBER 8, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on October 8, 2020. The purpose of the meeting was to discuss the following topic regarding Vogtle Electric Generating Plant (VEGP), Units 3 and 4: Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Index Number 216 Passive Core Cooling System (PXS) Check Valve Testing.

ITAAC 216 PXS Check Valve Testing SNCs presentation is available under ADAMS Accession No. ML20280A481. SNC noted that this discussion is limited to only four check valves from the in-containment refueling water storage tank (IRWST) injection line (i.e., V122A, V122B, V124A, and V124B). SNC summarized ITAAC Index Number 216 for these check valves and the test methodology documented in the associated uncompleted ITAAC notification. SNC noted that three tests have been performed for these check valves and summarized the results of these tests. SNC then described a proposed enhancement to perform an internal inspection of the check valves to verify their closure.
The following items were discussed during the meeting:
- SNC clarified that removing the top access bonnet has no impact on the operation of the check valve. In addition, as part of the proposed enhanced inspection, the check valve is manually manipulated and allowed to reseat by gravity alone.
- The staff noted the purpose of ITAAC Index No. 216 is to verify valve functionality, and valve position indication is not part of this ITAAC.
- The staff did not identify any concerns with SNCs proposed methodology enhancement.
- In response to a question from the staff, SNC stated that the issues with valve position indication are not expected to cause concerns during plant operations because there are no credited actions for these position indicators.
- SNC is still evaluating the implications of the valve position indication issues on the inservice testing (IST) program. The staff noted that it will follow-up on the IST aspects of this issue during an upcoming IST inspection.
At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
