SUMMARY

OF SEPTEMBER 13, 2022, PARTIALLY OPEN AND PARTIALLY CLOSED PRE-SUBMITTAL MEETING HELD WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED ONLINE MONITORING LICENSE AMENDMENT REQUEST FOR VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (EPID NO. L-2022-LRM-0067)

On September 13, 2022, a partially open and a partially closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) for online monitoring (OLM) for Vogtle Electric Generating Plant (Vogtle), Units 1 and 2.

The proposed Vogtle, Units 1 and 2, LAR would revise Technical Specification (TS) 1.1, Use and Application Definitions and add TS 5.5.22 Online Monitoring Program. SNC proposes to use an OLM methodology as the technical basis to switch from time-based surveillance frequency for channel calibrations to a condition-based calibration frequency based on OLM results. The proposed change will be based on the NRC-approved topical report by Analysis and Measurement Services Corporation (AMS) with topical report number AMS-TR-0720R2-A, Online Monitoring Technology to Extend Calibration Intervals of Nuclear Plant Pressure Transmitters, dated August 11, 2021 (Agencywide Document and Access Management System (ADAMS) Accession No. ML21179A060).

On August 26, 2022 (ML22242A297), the meeting was noticed on the NRC public webpage.

The NRC staff opened the meeting with introductory remarks and a roll call of the attendees.

The SNC representative discussed the following topics: (1) purpose, (2) background, and (3) LAR overview.

The SNC representative presented slides contained in ML22251A000.

The SNC and AMS representatives indicated that it was their intent to develop a LAR submittal containing no proprietary information, but would describe any proprietary methodologies, where it was necessary. The SNC and AMS representatives said that the description of these methodologies would be contained within separate referenced proprietary reports. The SNC and AMS representatives also indicated that data supporting the NRC staffs evaluation would be made available on an electronic portal for audit purposes, if necessary. If the NRC staff identified that some of this information would be needed on the docket to document the basis for the NRC staffs conclusions regarding acceptability, the NRC would develop requests for additional information to obtain this basis.

There was two members of the public in attendance.

The open portion of the meeting was adjourned at 10:57 am Eastern Time (ET). The closed portion of the meeting began at 11:00 am and adjourned at 12:20 pm. During the closed portion of the meeting, SNC presented slides that contained proprietary information. The NRC staff asked questions related to the proprietary slides.

The NRC staff made no regulatory decisions during the meeting.

Once received, the NRC staff will perform a thorough review of the proposed LAR. The NRC staff will make any regulatory decisions in writing in a timely manner.
