SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON DECEMBER 10, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on December 10, 2020. The purpose of the meeting was to discuss the Vogtle Electric Generating Plant (VEGP), Units 3 and 4, draft proposed alternative to American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code)Section XI examination coverage requirements for weldolet branch connection welds.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20343A133. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The documents referenced during the discussion can be found under ADAMS Accession Nos. O. Lpez-Santiago Summary of Meeting SNC provided a presentation (ADAMS Accession No. ML20345A352) on the draft proposed alternative (ISI-ALT-15) to ASME Code Section XI examination coverage requirements for weldolet branch connection welds for certain ASME Section III, Class 1 branch connections on the Reactor Coolant System for the Automatic Depressurization System stage 1 piping. SNCs draft alternative is available under ADAMS Accession No. ML20339A688. SNC stated it addressed questions from the previous pre-submittal meeting on October 15, 2020 (ADAMS Accession No. ML20296A243). SNC stated that its alternative is based on a best estimate volumetric examination approach for four weldolets, with two being in VEGP Unit 3 and two in VEGP Unit 4. SNC described the details of this approach.
The following items were discussed during the meeting:
The NRC staff noted that SNC should include in the submittal an estimation of the increase in examination coverage achieved for both axial and circumferential scans with the augmented/best effort examination.
The NRC staff suggested that SNC include in the submittal inspection coverage information on the pipe side examinations, as shown in slides 5-9 of the presentation.
The NRC staff noted that, to facilitate an efficient review without requiring additional information to be submitted, the submittal should include drawings and have the same level of detail as that incorporated in SNCs Request for Alternative: Preservice and Inservice Inspection Requirements for Specific Valve-to-Pipe Welds (ISI-ALT-06)
(ADAMS Accession No. ML18292A787). The staff suggested using ISI-ALT-06 as a template.
The staff asked SNC to clarify the drawing on slide 7 of the presentation (e.g., the location in the drawing of the weld and weldolet and the reason for the apparent hump in weld)
SNC agreed to incorporate the NRC staffs recommendations in the submittal.
Upon completion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
