SUBJECT:
SUMMARY
OF MAY 11, 2023, MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY On May 11, 2023, at 2:00 p.m. Eastern Daylight Time (EDT), the U.S. Nuclear Regulatory Commission (NRC) held a virtual public meeting with representatives of Southern Nuclear Operating Company (SNC or the licensee). The purpose of the meeting was to discuss the SNC-proposed changes to the license including technical specifications for Vogtle Units 3&4.
This discussion centered on License Amendment Request (or LAR)23-006, called More Restrictive Action for TS 3.1.9 CVS Demineralized Water Isolation & Makeup Line Isolation Valves dated April 5, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23095A132). Regarding this particular LAR, there was a previous clarification call on April 27, 2023.
The staff stated that this LAR is in the acceptance review process but at this point has not been formally accepted for review by NRC as staff information insufficiencies have been identified that inhibit the acceptance of this LAR for review. The staff described the information insufficiencies (of which there were 3). Following the description of the insufficiencies, SNC was invited to clarify its submittal by directing NRC to where on the docket the information it is requesting exists or to state its position on these items. No comments were offered by SNC.
The staff stated that the process outlined in NRCs LIC-109 (Revision 3) for acceptance review will be followed. The staff stated that it would not decide that outcome at this meeting but only after consideration of any information provided by SNC. SNC committed to inform NRC staff by May 12, 2023 as to whether it could meet the 13 working-day response in NRC guidance or whether an alternative would be requested. No regulatory decisions were made at this meeting.

There were approximately 17 participants on the call, including NRC staff, SNC staff and contractors.
No members of the public announced themselves nor were questions or comments proffered.
The meeting ended at 2:15 p.m. EDT. The staff did not receive any Public Meeting Feedback forms.
