SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MAY 14, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on May 14, 2020. The purpose of the meeting was to discuss proposed alternative requirements for acceptance of preservice inspection (PSI) volumetric examination flaws and the proposed integrated inspection schedule for Vogtle Electric Generating Plant (VEGP) Units 1 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML20104A012. The meeting notice is also posted on the NRC public website. V. Hall Summary of Meeting:

Proposed Alternative Requirements for Acceptance of Preservice Inspection Volumetric Examination Flaws On May 14, 2020, staff from the NRC conducted a technical exchange public meeting with representatives from SNC to discuss proposed alternative requirements for acceptance of PSI volumetric examination flaws. SNC noted that the proposed alternative would establish an acceptable basis for limited use of American Society of Mechanical Engineers (ASME) Code,Section XI flaw evaluation on preservice weld flaws. The proposed alternative would allow acceptance of flaws found during PSI that exceed the acceptance standards of Table IWB/IWC-3410-1 by using the flaw evaluation requirements in ASME Section XI 2017 Edition in lieu of weld repair as required by the current PSI program for VEGP Units 3 and 4, ASME Section XI, 2007 Edition, with 2008 Addenda. The NRC staff noted the following items for SNC to consider.

  • SNC may want to consider limiting this alternative by not applying it to flaws that are surface-connected or should be evaluated as surface-connected based on the proximity rules in IWB/IWC-3600 of ASME Section XI.
  • SNC may want to review the exemptions to the reinspection requirements of IWB/IWC-2420(b), as it pertains to vessel welds. Then determine if the exemptions are applicable to the AP1000 design or specifically consider performing the successive examinations required by IWB/IWC-2420.
  • SNC may want to consider some boundary conditions within the alternative to address the NRC staffs disapproval of the use of IWB/IWC-3600 for PSI, as discussed in the rulemaking, incorporating by reference the 2015 and 2017 Editions of the ASME Code and Code Case N-813. The staff discussed several examples such as limiting the number of potential welds that could be affected by the proposed alternative, limiting the size of the flaw that could be considered for this alternative, or limiting the applicability of the alternative to only component type welds. The limitations on flaw size and frequency of applying the alternative within a system is to ensure that the structural margin is maintained thereby reducing the potential for challenging the structural integrity of safety-related Class 1 and 2 welds as discussed in the rulemaking for the 2015 and 2017 Editions of ASME Code, and Code Case N-813.

SNC intends to submit a code alternative by the end of May 2020, with a requested approval date by September 30, 2020, to support ASME Inspection, Test, Analysis, and Acceptance Criteria (ITAAC) closure.

At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.

Proposed Integrated Inspection Schedule for Vogtle Electric Generating Plant Units 1 4 On May 14, 2020, staff from the NRC conducted a public meeting with representatives from SNC to discuss the proposed integrated inspection schedule for VEGP Units 1 4. The purpose of the discussion was for the NRC staff to share the draft plan for how VEGP Units 3 and 4 will transfer from construction inspections to the reactor oversight process (ROP) inspections following their respective Title 10 of the Code of Federal Regulations (10 CFR) 52.103(g) finding, with the intent to eliminate duplication of inspections.

V. Hall As noted in the presentation material (ADAMS Accession No. ML20128J326), if and when VEGP, Units 3 and 4, receive their respective 10 CFR 52.103(g) finding, the NRC staff anticipates limited biennial and triennial inspections. The NRC staff noted that the staff would perform the license operator recall biennial inspection approximately three months following fuel load, and the force on force triennial inspections. The NRC staff is still evaluating radiation protection inspections. The NRC staff noted that once VEGP, Unit 4, starts commercial operation, the staff will combine inspections for Units 3 and 4 with the inspections for Units 1 and 2, which may result in limited samples for Units 3 and 4. Finally, the NRC staff noted that it will document this plan in a public ROP transition plan, expected by June 2020. In addition, the NRC staff noted that a Commission paper will outline the plan for VEGP Units 1 4 baseline inspections.
