Mr. M. Gouge of your office reviewed the above referenced MCAR during an inspection on site on March 6, 1980. Mr. Gouge concluded that this deficiency was improperly evaluated. As a result, the issue was reopened to re-examine the rationale used to determine reporta-bility.

We have determined that this deficiency is not reportable within the meaning of 10CFR50.55(e). Details of our findings are described in the attached report.
