SUMMARY OF APRIL 24, 2018, MEETING WITH FLORIDA POWER & LIGHT COMPANY/NEXTERA ENERGY REGARDING PLANNED SUBMITTAL OF LICENSE AMENDMENT REQUEST TO ADOPT STANDARD TECHNICAL SPECIFICATION 3.0.6 (EPID L-2018-LRM-0027) On April 24, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power & Light Company/NextEra Energy (the licensee) via teleconference. The purpose of the meeting was for the licensee to discuss with the NRC staff its plans for an upcoming license amendment request for Seabrook Station, Unit No. 1 (Seabrook); St. Lucie Plant, Unit Nos. 1 and 2; and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point), to adopt Standard Technical Specification (STS) 3.0.6. The meeting notice and agenda, dated April 9, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 18099A308. A list of attendees is enclosed. The licensee started the meeting by providing the NRC staff with an overview of its upcoming license amendment request to adopt STS 3.0.6 for the plants mentioned above. The licensee stated that it intends to incorporate STS 3.0.6 as it exists in NUREG-1431 "Standard Technical Specifications -Westinghouse Plants" and NUREG-1432 "Standard Technical Specifications -Combustion Engineering Plants," for the appropriate plants. The licensee mentioned how the upcoming submittal would add the Safety Function Determination Program, referenced in STS 3.0.6, to the administrative section of each plant's Technical Specifications (TS). The licensee also mentioned that Seabrook would be modifying its TS 3.0.1 and TS 3.0.2 to match the STS 3.0.1 and STS 3.0.2, in support of adding STS 3.0.6. The only deviation from the STS that the licensee noted was for Turkey Point where STS 3.0.6 would be labeled TS 3.0.7 due to Turkey Point already having an existing TS 3.0.6. The licensee provided a draft markup of the Seabrook TS to illustrate the changes to the NRC staff (ADAMS Accession No. ML 18150A482). The licensee stated that Limerick Station had submitted a similar license amendment request that was approved by the NRC and the licensee was using it as precedence.
