OF JULY 14, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST (EPID NO. L-2021-LLI-0002)
On July 14, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5 (improved standard technical specifications (ISTS)). The meeting notice and agenda, dated June 28, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22179A285. A list of attendees is provided in the enclosure.

Status of all open questions in Question and Answer (QA) Portal.
Questions from the licensee on the following improved technical specification (ITS) sections:
o Proposed Note in 3.8.1, Condition E - NRC asked a question in the QA Portal related to revision of the Note, and the licensee stated that revision of the Note would deviate from the standard and would change the intent of the subject Note.
o The NRC staff asked a question in the QA Portal related to Section 3.1. The licensee stated that the current Surveillance Requirement 4.2.4.2 (in the current licensing basis) provides an option for the licensee to determine Quadrant Power Tilt Power Ratio when one excore detector is inoperable to use the incore thermocouple map, and the licensee seeks to continue to keep this current technical specification (CTS) in ITS.
Questions/comments from the NRC staff:
o The licensees response from the QA Portal related to ITS Section 3.3.5. The NRC staff was seeking additional clarification to the licensees proposed response. There was a discussion on Condition A, specifically the Note in Required Action A.1.
o The NRC staff pointed out an apparent conflict with a justification of change and the proposed ITS in Section 3.1 where the licensee proposed to delete at least, however the justification references at least.
o The NRC staff is reviewing responses of QA Portal questions related to ITS Sections 3.7 and 3.8.
