SUMMARY

OF AUGUST 29, 2022, MEETING WITH FLORIDA POWER AND LIGHT ON ST. LUCIE AND TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On August 29, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for St. Lucie Plant, Unit Nos. 1 and 2 to convert to improved standard technical specifications in accordance with NUREG-1432, Standard Technical Specifications - Combustion Engineering Plants, Revision 5 (improved standard Technical Specifications (ISTS)) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1431, Standard Technical Specifications -

Westinghouse Plants, Revision 5. The meeting notice and agenda, dated August 16, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22228A214. A list of attendees is provided in the Enclosure.

The following items for the St. Lucie review were discussed during the meeting:

Shared systems interdependencies in proposed ITS 3.8.4.

Regarding review of the St. Lucie ITS review, staff asked questions concerning the proposed ITS 3.3.5, related to current Technical Specification (CTS) requirements.

o Staff presented follow up questions for discussion, related to the Loss Of Coolant Accident (LOCA) analysis revisions for CTS pressure (Pa) values.

The following items for the Turkey Point review were discussed during the meeting:

As part of an ongoing discussion in support of the Turkey Point ITS review, NRC staff asked follow up questions related to the licensees setpoint methodologies. Specifically, the discussion focused on earlier NRC staff questions regarding the possibility of a future detailed technical review the proposed changes related to removing setpoints into the licensee-controlled Technical Requirements Manual (TRM).

o Staff relayed to the licensee that the move of the setpoints review may impact the overall review schedule as additional review is required.

The licensee specified that they plan to confirm that no setpoint methodologies were used that were not previously approved by the NRC.

NRC Staff will likely have additional RAIs depending on the licensees proposed plan regarding the removal of setpoints from technical specifications to TRM.

The licensee stated that they would be ready to discuss this in more detail during a subsequent clarification call.
