OF DECEMBER 7, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA TO DISCUSS A TURKEY POINT PLANNED LICENSE AMENDMENT REQUEST TO TRANSITI ON TO A 24-MONTH FUEL CYCLE (EPID NO. L-2022-LRM-0096)
On December 7, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representativ es of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss a planned license amendment requests (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to transition to a 24-month fuel cycle. The licens ee also plans to submit another planned LAR which modifies the spent fuel pool criticality analysi s in support of transition to a 24-month fuel cycle. The meeting notice and agenda, dated November 17, 2022, are available in the Agencywide Documents Access and M anagement System (ADAMS) Accession No. ML22326A034. A list of attendees is provided in the enclosure.
The licensee presented (ML22336A026) and discussed the following:
Objectives of the LARs o Scope and Schedule.
o Contents of each LAR.
o Licensee requested approval timeline.
Completed Licensing Actions (to support the transition to 24-months), which include:
o License Amendments 296 and 286 (ML22028A064) which approves adoption of Full Spectrum Loss-Of-Coolant Accident (FSLOCA).
o Requirements of NRC Generic Letter (GL) 91-04:
License Amendments 263 and 258 (ML15166A320) which approves adoption of the Surveillance Frequency Control Program (Technical Specification Task Force (TSTF)-425.
License Amendments 295 and 288 (ML21119A355) which approves adoption of Containment Leak Rate Frequency Extension in accordance with Nuclear Energy Institute (NEI) 94-01, Revision 3A.
Revised Frequencies for Steam Generator Tube Inspections in accordance with TSTF-577. This request is currently under review by the NRC staff, as part of the Improved Standard Technical Specifications (ITS) conversion.
Proposed Licensing Actions and Schedules:
o Spent Fuel Pool Criticality LAR:
Incorporates fuel management changes.
Updated to fully comply with latest guidance.
o Transition to 24-Month Fuel Cycle LAR:
Fuel design change technical justifications.
Nuclear Steam Supply System (NSSS) and Balance of Plant (BOP) analyses updates.
Instrument drift (in accordance with GL 91-04).
Technical Specifications (TS), TS Bases and Core Operating Limit Report (COLR) markups.
o Exemption for use of AXIOM Cladding.
Methodology and Approach:
o ADOPT Fuel Introduction Use of WCAP-18482-P.
o AXIOM Cladding:
Use of WCAP-18546-P.
Use of AXIOM cladding requires an exemption from 10 CRF 50.46.
o FSLOCA Re-analysis:
Approved May 2022 for Turkey Point.
o Non-LOCA Re-analysis:
No changes to analysis models or methods, except Rod Ejection.
Majority of Non-LOCA event to be reanalyzed.
o Spent Fuel Pool Criticality Analysis:
Incorporate fuel management changes as result of 24-month cycle:
Burnable absorbers.
Soluble boron during depletion.
Axial profiles.
Other fuel design input, such as fuel density.
Use of NEI-12-16, Revision 4, as endorsed by RG 1.240.
