Florida Power and Light/NextEra FACILITIES: St. Lucie Plant, Unit Nos. 1 and 2 Turkey Point Nuclear Generating, Unit Nos. 3 and 4

SUBJECT:

SUMMARY

OF AUGUST 11, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON ST. LUCIE AND TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On August 11, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment request (LAR) for St. Lucie Plant (St. Lucie), Unit Nos. 1 and 2 to convert to improved standard technical specifications in accordance with NUREG-1432, Standard Technical Specifications -

Combustion Engineering Plants, Revision 5 (improved standard technical specifications (ISTS))

and Turkey Point Nuclear Generating, Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1431. The meeting notice and agenda, dated August 2, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22215A007. A list of attendees is enclosed.

There were no specific items related to the St. Lucie review discussed other than the NRC staff stated that in a few weeks they will start posting questions in the online St. Lucie Improved Technical Specification (ITS) Conversion Database Question and Answer Portal.

The following items for the Turkey Point review were discussed during the meeting:

o Open item questions related to setpoint methodologies. Specifically, the NRC technical staff is reviewing the responses these questions and staff relayed to the licensee that review of the move of the setpoints to a licensee-controlled Technical Requirements Manual (TRM) may impact the overall review schedule as additional review is required.

Staff will likely have multiple additional requests for additional information (RAIs) regarding the removal of setpoints from technical specifications to TRM.

The licensee stated that they will discuss internally whether they want to keep this proposed change (moving the setpoint to TRM).

o The licensee discussed numerous planned changes in an upcoming supplement which were not directly as a result of an NRC question, the items were the following:

ITS 5.6.3 - the licensee is planning to add a note before the list of analytical methods to distinguish which methods are applicable to which units operating cycle.

ITS 3.4.6 - the licensee is planning to replace DOC A02 with DOC M03 to address the new ITS 3.4.6 ACTION requirement for two loops inoperable.

ITS 3.7.10 - the licensee is planning for Insert 3 to add in MODES 1, 2, 3, or 4 to the 2nd part of new Condition J, this is an oversight from a response to another question from the NRC staff.

ITS 5.5.10 - the licensee is planning to move the specific American Society for Testing and Materials (ASTM) standards to the Bases of ITS 3.8.3. Additionally, the licensee will add a new LA DOC. In the ISTS, the specific ASTM standards are in the ISTS 3.8.3 Bases. The specific ASTM standards in CTS 6.0 are already in the ITS Bases 3.8.3. As such, this change to the program would just remove the redundant information from the Diesel Fuel Oil Testing Program.

ITS 5.5.8 - the licensee is planning to delete reference to the Backup Control Room Filtration System from ITS 5.5.8 and mark the CTS page to point to ITS 3.7.10. ITS 3.7.10 already has this information relocated to the TRM with an LA DOC. No additional DOC is necessary.

ITS 5.2 - the license is planning to add specific no significant hazard considerations (NSHCs) for ITS 5.2 DOCs L01 and L02 since these did not appear to fit a generic L DOC category.

Generic NSHCs - the licensee is planning to delete the current L DOC Category 9 - Deletion of Reporting Requirements. This category was not used by the licensee and the licensee is planning to delete reference to it.
