SUMMARY

OF PRE-APPLICATION MEETING WITH FLORIDA POWER AND LIGHT CONCERNING A PROPOSED DIGITAL INSTRUMENTATION AND CONTROL UPGRADE ON TURKEY POINT, UNITS 3 AND 4 (EPID L-2021-LRM-0007)

On March 7, 2022, a partially closed observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power &

Light Company (FPL, the licensee) via video conference. The purpose of the partially closed meeting was to discuss the planned digital instrumentation and control (I&C) license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The meeting notice and agenda, dated February 25, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22056A054. The presentation used during the meeting is available in ADAMS at ML22063A126. A list of attendees is provided as an enclosure.

During the meeting FPL described its implementation outage schedule, content of its planned amendment request, planned supplements to the planned amendment request, and its plan to address human factors engineering (HFE) associated with the planned digital I&C modification.

The licensee informed the NRC staff that it plans to request that the review of the amendment request be completed at least 6 months prior to (i.e., April 2024) the Unit 3 fall 2024 refueling outage. The licensee stated that the planned LAR may be submitted early in the second quarter of calendar year 2022 but may slip to a date later in the second quarter due to uncertainty in preparing the LAR. FPL informed the NRC staff that it plans to submit supplements to the planned amendment request involving: (1) surveillance reduction, (2) equipment qualification, (3) improved technical specification markups, (4) some design information, and (5) some HFE information. The licensee stated that some of the supplements are necessary due to workload decisions needed to meet the planned LAR submittal date. The NRC staff expressed concern and skepticism to the licensee about the amount of information that it planned to submit as supplements to the planned LAR. The NRC staff made the licensee aware of potential challenges that could be created with the acceptance review due to the presumed completeness of the planned LAR and potential challenges to review timeliness due to the potential delays in providing necessary information to the NRC.

The licensee stated that the HFE activities needed to support the planned digital I&C modification would conform to NUREG-0711, Revision 3, Human Factors Engineering Program Review Model. FPL described the points that will comprise the validation for the main control room modifications: (1) conceptional design test (i.e., PV1), (2) preliminary design test (i.e.,

PV2), and (3) integrated system validation (i.e., ISV). For review of the planned LAR, the licensee stated it planned to rely on PV2 - not ISV. The licensee described its planned use of a full scope glasstop simulator in its validation activities. The NRC staff asked several questions about the planned use of the glasstop simulator and planned validation activities. Both, the licensee and NRC staff stated that additional communication exchange concerning HFE would be beneficial prior to LAR being submitted by FPL.

No regulatory decisions were made during the meeting. Members of the public were in attendance. No comments or questions from the public were received during the meeting. No public meeting feedback forms were received.
