SUMMARY

OF JULY 28, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST (EPID NO. L-2021-LLI-0002)

On July 28, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5 (improved standard Technical Specifications (ISTS)). The meeting notice and agenda, dated July 14, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22195A056. A list of attendees is provided in the enclosure.

The following items were discussed during the meeting:

Status of all open questions in Question and Answer (QA) Portal.

Questions on the following improved technical specification (ITS) sections:

o It was noted that implementation for license amendments to adopt Full Spectrum Loss of Coolant Accident (FSLOCA) methodology, which revises the core operating limit report (COLR) references, will not occur until after the next refueling outages (spring 2023 and fall 2023 for Units 3 and 4, respectively), after issuance of ITS amendments. It was discussed how to handle the ITS pages if implementation of FSLOCA is after ITS approval and implementation.

o ITS 3.5.1 - Accumulators. SR 3.5.1.5 the licensee is planning to remove reference of reactor coolant system (RCS) pressure value, which the licensee deemed an administrative change and will provide the justification in the next licensees submittal.

o ITS 3.3.2 - Engineered Safety Features Actuation System (ESFAS). Function 6d

- required channels. Condition G - one train inoperable. The licensee noted that they should match and will determine which one is correct and will correct it in the next licensee submittal.

o ITS Limiting Condition for Operation (LCO) 3.4.10 was revised in the licensees supplement (Revision 1) to add Mode 4 to Applicability, however the licensee noted they inadvertently omitted reference to Mode 4 in the first sentence of the LCO NOTE, to be consistent with the standard TS.
