SUMMARY

OF NOVEMBER 17, 2021, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On November 17, 2021, a virtual Observation public meeting was held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for Saint Lucie Plant, Units 1 and 2 (STL) and Turkey Point Nuclear Plant Units 3 and 4 (TPN) to convert to improved standard technical specifications in accordance with NUREG-1431, Westinghouse Plants, and NUREG-1432, Combustion Engineering Plants, Rev. 5 (improved technical specification (ITS) Rev. 5). The meeting notice and agenda, dated November 5, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML21312A082. A list of attendees is provided in the Enclosure. The NRC staff presented draft information which is available at ADAMS Accession No. ML21320A261.

The NRC staff presented a list of questions developed, to the date of the meeting, during the acceptance review. The NRC staff went over each question to discuss with the licensee to ensure there is a common understanding of the information being sought. These items being discussed were included in letters to the licensee, requesting supplemental information in order to complete the NRCs acceptance review of the ITS LARs. These letters also included editorial items, for the consideration of the licensee to address in future supplements. On December 21, 2021, the NRC issued a letter requesting supplemental information for St. Lucie, which can be found in ADAMS at Accession No. ML21342A293 and the letter for Turkey Point, also dated December 21, 2021 can be found in ADAMS at Accession No. ML21350A426.

Members of the public were not in attendance. Public Meeting Feedback forms were not received.
