SUBJECT:
SUMMARY
OF OCTOBER 27, 2022, MEETING WITH FLORIDA POWER AND LIGHT ON ST. LUCIE AND TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)
On October 27, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for St. Lucie Plant, Unit Nos. 1 and 2 to convert to improved standard technical specifications in accordance with NUREG-1432, Standard Technical Specifications - Combustion Engineering Plants, Revision 5 (improved standard Technical Specifications (ISTS)) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1431, Standard Technical Specifications -
Westinghouse Plants, Revision 5. The meeting notice and agenda, dated October 17, 2022, are available in the Agencywide Documents Access and Management System (ADAMS)

The following items for the St. Lucie review were discussed during the meeting:
NRC and licensee staff engaged in discussion regarding the overall status of the review effort and use of the database.
o Staff and licensee discussed changes made to format and layout of Q&A database.
o Staff provided suggestions to make it easier to use.
o Licensee specified that they will work with vendor to make necessary changes.
Regarding review of the St. Lucie ITS review, staff asked questions concerning the proposed ITS 3.1 and ITS 3.5.
o Staff asked the licensee to Clarify aspects pertaining to ITS 3.1.2 bases.
o Staff asked the licensee to provide an explanation for the removal of a Note in the proposed ITS 3.5.1 related to the pressurizer pressure.
o NRC and licensee staff discussed other formatting issues regarding ITS 3.5.1.
o NRC and licensee staff engaged in discussion regarding formatting preferences for questions related to Section 3.8 editorial changes. Preferences were discussed regarding how NRC questions would be submitted. It was determined that NRC staff will break up questions, when needed, and keep editorial questioning by section.
