SUMMARY

OF JANUARY 31, 2023, MEETING WITH FLORIDA POWER AND LIGHT ON ST. LUCIE AND TURKEY POINT IMPROVED TECHNICAL SPECIFICATIONS CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On January 31, 2023, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie) to convert to Improved Technical Specifications (ITS) in accordance with NUREG-1432, Standard Technical Specifications - Combustion Engineering Plants, Revision 5 (Improved Standard Technical Specifications (ISTS)) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to ITS in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5. The meeting notice and agenda, dated January 18, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23018A202. A list of attendees is provided in the enclosure.

The following items for the St. Lucie review were discussed during the meeting:

NRC and licensee staff provided a current status of the review effort.

o NRC staff informed the licensee that more requests for additional information (RAIs) would be submitted pertaining to the Engineered Safety Features Actuation System (ESFAS) in Section 3.3 (Instrumentation).

o NRC staff discussed, with the licensee, the intent to request more information involving the licensees proposed freedom of movement test associated with SR 3.1.4.4, which is used to verify control rod operability.

o NRC staff discussed concerns associated with Unit 1 related to the licensees proposed water level value pertaining to the Section 3.4 (Reactor Coolant System) and related to the area ventilation pertaining to Section 3.7 (Plant Systems).

The following items for the Turkey Point review effort were also discussed:

Continuing discussion was held between NRC and licensee staff regarding the licensees plan to remove setpoints from the Technical Specifications to the licensee-controlled Technical Requirement Manual.
