SUMMARY

OF APRIL 13, 2023, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On April 13, 2023, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for Saint Lucie Plant, Units 1 and 2 (STL) and Turkey Point Nuclear Plant, Units 3 and 4 (TPN) to convert to Improved Standard Technical Specifications in accordance with NUREG-1431, Westinghouse Plants, and NUREG-1432, Combustion Engineering Plants, Rev. 5. The meeting notice and agenda, dated March 21, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at ML23093A222. A list of attendees is provided as the Enclosure.

The NRC staff provided an update on the status of review for the ongoing LARs. The NRC staff notified the licensee of a pending question related to TPN Technical Specification (TS)

Section 3.8 (Electrical Power Systems), which will be posted to the Question and Answer portal.

FPL plans to respond to the question with a revised section of the TS.

Regarding STL, staff provided questions to the licensee related to Section 1.0 (Use and Application) and Section 3.0 (Limiting Condition for Operation and Surveillance Requirement Applicability). Staff informed the licensee that the review of STL TS Sections 3.6 (Containment Systems), 3.9 (Refueling Operations), and 5.0 (Administrative Controls) was completed; informed FPL that it is still awaiting responses for Sections 3.2 (Power Distribution Limits) and 3.3 (Instrumentation); and notified the licensee of the potential need for an audit to support the review of Section 3.3 (Instrumentation).

The licensee informed the NRC staff of a self-identified issue with TPN TS 3.8.1, which will require an additional surveillance. FPL will identify a change and provide an update in the next supplement. The licensee notified NRC staff that they have drafted a response to two open questions (MEH003 and MEH006), which are in the licensees review process.

No members of the public were in attendance. Public Meeting Feedback forms were not received. No regulatory decisions were made at this meeting.
