SUMMARY

OF MARCH 24, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST (EPID L-2021-LLI-0002)

On March 24, 2022, a virtual Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1432, Combustion Engineering Plants, Rev. 5 (improved technical specification (ITS) Rev. 5). The meeting notice and agenda, dated March 9, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22070A017. A list of attendees is provided in the Enclosure.

The following items were discussed during the meeting:

The licensee provided their planned approach to respond to two items which the NRC posted in the Certrec Question and Answer Database (Q&A Database) related to ITS Section 3.8.1, AC [Alternating Current] Sources - Operating.

The NRC staff discussed background information for an item posted in the Q&A Database related to ITS Section 3.8.1, regarding an apparent less restrictive change.

Specifically, the licensee is proposing to change the Current Technical Specification (CTS) 3.8.1.1, Action a.5, which is entered when one of two startup transformers or an associated circuit are inoperable when the unit is in Modes 2, 3, or 4, completion time from 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
