SUMMARY

OF PRE-APPLICATION MEETINGS WITH FLORIDA POWER AND LIGHT CONCERNING A PROPOSED DIGITAL INSTRUMENTATION AND CONTROL UPGRADE ON TURKEY POINT, UNITS 3 AND 4 (EPID L-2021-LRM-0007)

On April 13, 2022, partially closed observation public meetings were held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Florida Power & Light Company (the licensee; FPL) via video conference. The purpose of the partially closed meetings was to discuss the planned digital instrumentation and control (I&C) license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The meeting notice and agenda, dated April 1, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22102A198. The presentation materials used during the meeting are available in ADAMS at ML22098A090, ML22098A093, and ML22101A226. A list of attendees is provided as an enclosure.

During the meeting FPL described changes to its planned LAR, provided an update on its vendor oversight activities, described content of the planned LAR with an emphasis on human factors engineering (HFE) information, described deviations it plans to take from the alternate review process described in digital I&C instream staff guidance 06, Licensing Process, and provided an updated project review schedule. The licensee informed the NRC staff that it would submit a diversity and defense-in-depth evaluation for review prior to submitting the digital I&C LAR. The licensee informed the NRC staff that the HFE information will be increased, and technical specification surveillance reduction information will be included in the initial LAR submittal.

The licensee and NRC staff discussed the licensees human system interface design implementation plan and other HFE activities. The licensee described which of the HFE activities would be described in the LAR and the timing of HFE activities that would not be included in initial LAR submittal, but the licensee planned to complete in sufficient time to support the review of the LAR by the NRC staff. FPL representatives and NRC staff confirmed a shared understanding of and alignment on the content of the LAR (including, human factors content).

No regulatory decisions were made during the meeting. Members of the public were in attendance. No comments or questions from the public were received during the meeting. No public meeting feedback forms were received.
