SUMMARY

OF MARCH 10, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST (EPID L-2021-LLI-0002)

On March 10, 2022, a virtual Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss NRC staffs review of the license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1432, Combustion Engineering Plants, Rev. 5 (improved technical specification (ITS) Rev. 5).

The meeting notice and agenda, dated February 22, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22054A065. A list of attendees is provided in the Enclosure.

The following items were discussed during the meeting:

The licensee provided their planned approach to respond to an item which the NRC posted in the Certrec Question and Answer (Q&A) Database related to ITS Section 3.1.1, SHUTDOWN MARGIN (SDM).

The licensee discussed an apparent duplicative item in the Certrec Q&A Database and the NRC reiterated that items should not be deleted in the Certrec Q&A Database (even if duplicative). The NRC stated that items added in error (such as a duplicative item) can be closed out with the appropriate reasoning, versus deleting any items from the Certrec Q&A Database.
