SUMMARY

OF FEBRUARY 9, 2023, MEETING WITH FLORIDA POWER AND LIGHT ON ST. LUCIE AND TURKEY POINT IMPROVED TECHNICAL SPECIFICATIONS CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On February 9, 2023, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie) to convert to Improved Technical Specifications (ITS) in accordance with NUREG-1432, Standard Technical Specifications - Combustion Engineering Plants, Revision 5 (Improved Standard Technical Specifications (ISTS)) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to ITS in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5. The meeting notice and agenda, dated January 26, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23026A307. A list of attendees is provided in the Enclosure.

The following items for the St. Lucie review were discussed during the meeting:

NRC and licensee staff provided a current status of the review effort.

o NRC staff engaged in follow up discussion with the licensee in support of the review of Section 3.7 (Plant Systems). The licensee proposed not having a minimum value for a surveillance related the emergency core cooling system (ECCS) area ventilation system. NRC staff expressed plans to request that the licensee provide justification for the proposed deviation.

o NRC staff continued discussion with the licensee regarding the licensees proposed freedom of movement test associated with surveillance requirement (SR) 3.1.4.4, which is used to verify control rod operability.

o NRC staff and licensee staff continued discussion regarding the water level value for the Unit 1 facility. This is related to NRC staff concerns pertaining to Section 3.4 (Reactor Coolant System).

The following items for the Turkey Point review effort were also discussed:

Continuing discussion was held between NRC and licensee staff regarding the licensees plan to remove setpoints from the Technical Specifications to the licensee-controlled Technical Requirement Manual.

o NRC staff and the licensee discussed using an audit to allow more time to review issue.

o The licensee communicated, to NRC staff, the possibility of putting the setpoints back into the Technical Specifications.
