SUMMARY

OF JUNE 30, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST (EPID NO. L-2021-LLI-0002)

On June 30, 2022, a virtual Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5 (improved standard Technical Specifications (ISTS)). The meeting notice and agenda, dated June 14, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22165A156. A list of attendees is provided in the Enclosure.

The following items were discussed during the meeting:

Status of all open questions in Question and Answer (QA) Portal.

Questions on the following ITS Sections:

o [JMW011, JMW050] - in a current Surveillance Requirement which was converted from current TS to ITS, the licensee identified that Turbine Pressure Valves are not installed, and licensee is planning to revise the application to remove reference to the Turbine Pressure Valves in the SR.

o [MEH008] Discussion on whether deletion of ITS ACTIONS 2.2.1.b.1 and 3.3.2.b.1 is a more restrictive change.

o [MEH009] Discussion of an apparent missing logical connector (AND) and order/arrangement of frequencies consistent with the ITS writers guide.

o [JWM026] NRC staff is waiting for a response for another question [JWM056]

before NRC closure, as the questions are related.

o Discussion on ITS Section 3.4.5, specifically a discussion of ITS LCO 3.4.5b and an apparent inconsistency with the Updated Final Safety Analysis Report, Section 14.2.6.
