SUMMARY

OF FEBRUARY 24, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST (EPID NO. L-2021-LLI-0002)

On February 24, 2022, a virtual Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss the license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1432, Combustion Engineering Plants, Rev. 5 (improved technical specification (ITS) Rev. 5). The meeting notice and agenda, dated February 14, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22045A457. A list of attendees is provided in the Enclosure. The NRC staff presented information which is available at ADAMS Accession No. ML22054A166.

The NRC staff discussed the following:

• Overview of Office of Nuclear Reactor Regulation (NRR), Office Instruction LIC-601, Revision 1, Improved Technical Specification Conversion Amendment Review Procedure. LIC-601, Revision 1 can be found in ADAMS at Accession No. ML19323E497.

• NRC staff expectations for licensee responses to ITS LARs and Requests for Additional Information (RAIs) which can be found in ADAMS at Accession No. ML22054A166.

The licensee discussed an overview of an upcoming Revision 1 (supplement) to their LAR. The licensee presented material which can be found in ADAMS at Accession No. ML22054A138.
