SUMMARY

OF AUGUST 25, 2021 PARTIALLY CLOSED MEETING WITH FLORIDA POWER AND LIGHT TO DISCUSS PROPOSED ALTERNATIVE FOR THE UNIT 3 INTAKE COOLING WATER SYSTEM (EPID: L-2021-LRM-0080)

On August 25, 2021 a partially closed observation meeting was held virtually between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power & Light Company, et al. The purpose of the meeting was to discuss the proposed submittal of an application to request approval for a repair to identified damage on the Turkey Point Nuclear Generation Station (TPN) Unit 3 intake cooling water (ICW) discharge line spool piece. The meeting notice and agenda, dated August 10, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21222A037. The licensee presented information (ADAMS Accession No. ML21237A009). A list of attendees is provided in the Enclosure.

The licensee provided an overview of the current status of the system and the results of the licensees prompt operability determination. Given that back in April the licensee had declared that the system was considered operable but degraded, options for its repair where being developed. The licensee discussed three options. The first was the removal of the flaw by drilling and tapping the cast iron piping and then installing a threaded solid plug. This option would not need prior NRC approval. The second option was to restore the ICW piping flange to its original design by replacing the bolted flange spool. The third method was the installation of bolted clamp assembly on top of the affected spool piece, that would in effect become the new American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code boundary.

The NRC staff questioned how long it would take before the licensee would make a decision and which option was the most likely. The licensee indicated that they were leaning towards the third option and the decision was expected to be made in about 4 weeks. The licensee explained the basis for option three was centered on the fact that it had the lowest operational risk for the TPN units. The NRC staff had approved a design similar to the proposed earlier last year and questioned whether there were any issues with that repair. At the time, the licensee has had no issues. The NRC staff noted to the licensee, that should the third option be selected as it was a bolted versus welded repair, information related to the bolting would be essential for an efficient NRC staff review.

The NRC staff found the discussion very informative and helpful. Members of the public were not in attendance and no Public Meeting Feedback forms were received.
