August 29, 2022 LICENSEE: Florida Power and Light/NextEra FACILITIES: Turkey Point Nuclear Generating Unit Nos. 3 and 4

SUMMARY

OF AUGUST 17, 2022, MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA TO DISCUSS A TURKEY POINT PLANNED LICENSE AMENDMENT REQUEST TO EXTEND THE COMPLETION TIME FOR AN INOPERABLE REATOR TRIP BREAKER (EPID NO. L-2022-LRM-0061)

On August 17, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light/NextEra (FPL, the licensee). The purpose of the meeting was to discuss a planned license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to extend the completion time of an inoperable reactor trip breaker (RTB). The meeting notice and agenda, dated August 4, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22220A015. A list of attendees is provided in the enclosure.

The licensee presented (ML22227A130) and discussed the following:

Purpose and background of planned LAR.

o Current completion time for Technical Specification (TS) 3.3.1, Table 3.3.1, Functional Unit 19, RTBs is currently 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> (for the plant to be in Hot Standby) for an inoperable RTB.

o The licensee is planning to submit a LAR to extend this completion time to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Current Unit 3, 3B RTB issue o One of the two switches is currently falsely indicating that the 3B RTB is open, when it is not (indication issue).

o Licensee is planning to perform maintenance to fix the 3B RTB and estimating approximately 7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br /> to repair (which would be more than the current TS completion time) o The licensee notes the 3B RTB is operable.

Maintenance plans o Planned for October 24, 2022.

o During the maintenance evolution RTB and reactor protection system remain fully capable.

o Licensee noted that defense in depth and diversity is maintained:

Bypass RTBs Undervoltage or Shunt Coils Anticipated Transient Without SCRAM (ATWS) Mitigating System Actuation Circuitry (AMSAC)

o The licensee considered the following options to submit the LAR One-time extension Risk-informed completed time permanent LAR Risk-informed process for evaluations (RIPE) LAR Licensee considered the near time need date when evaluating options Licensee considered the very low probabilistic risk assessment (PRA) risk (both Core Damage Frequency (CDF) and Large Early Release Frequency (LERF))

The NRC staff provided the following feedback/questions:

Staff provided feedback that this would be the first LAR submitted under RIPE (staff noted there was one exemption submitted)

Staff noted that the current NRC guidance for RIPE, Temporary Staff Guidance (TSG)

DORL-2021-01, Revision 2 (ML222088A135), provides staff a 20-week schedule which may not align with the licensee needs.

o Staff provided feedback that to meet the licensee needs, RIPE may not be the best path to use for the planned LAR.

Staff asked if the 3B RTB is modeled in the PRA.

o Licensee responded that the 3B RTB is modeled in the PRA.

Staff asked for details of the maintenance, specifically if the 3B RTB will be bypassed during the maintenance evolution.

o Licensee confirmed that the 3B RTB will be bypassed during the maintenance and provided additional details on the maintenance planning to be performed.

Staff asked what the basis for the October 24, 2022, requested approval date is based on.

o The licensee stated the October 24, 2022, date is based on when the next TS surveillance requirement is due.
