SUMMARY

OF MARCH 23, 2023, MEETING WITH FLORIDA POWER AND LIGHT ON ST. LUCIE AND TURKEY POINT IMPROVED TECHNICAL SPECIFICATIONS CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On March 23, 2023, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie) to convert to Improved Technical Specifications (ITS) in accordance with NUREG-1432, Standard Technical Specifications - Combustion Engineering Plants, Revision 5 (Improved Standard Technical Specifications (ISTS)) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to ITS in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5. The meeting notice and agenda, dated March 7, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23066A003. A list of attendees is provided in the Enclosure.

The following items for the St. Lucie review were discussed during the meeting:

The licensee provided a status regarding the number of NRC staff questions that were successfully answered by the licensee. The licensee also provided a status for responding to outstanding questions submitted by NRC staff.

The licensee made the NRC staff aware of a self-identified error pertaining to a value used in NUREG-1432, Revision 5.

o The licensee made NRC staff aware of their intention to inform the TSTF Task Force members of the error.

o The licensee also informed NRC staff of the intent to use the correct value in the follow up supplement to be provided to the NRC.

The following items for the Turkey Point review effort were also discussed:

The licensee informed the staff that for Turkey Point they would be submitting two future supplements.

o Revision 2 supplement will include all ITS sections except Sections 2 and 4 (no changes from previous submittals) and Section 3.3 (licensee is working to put back in instrument setpoints). Revision 2 is planned to be submitted by the end of March 2023.

o Revision 3 supplement will include the final version of the ITS with the only changes being to Section 3.3. Revision 3 is planned to be submitted by the end of April 2023.

The licensee informed the NRC staff that there is one remaining issue for Turkey Point on the Certrec Question and Answer Portal, pertaining to the Rod Position Indication System, which is CCH021-01. This is a follow-up response, and the staff informed the licensee that the staff will review the response and provide feedback on acceptability of the response to the licensee by March 2, 2023.

The licensee informed the staff that the ITS Doc Tables, which the staff will use in the safety evaluation, will be uploaded to an online portal (as they do not need to be docketed) following issuance of each of the two remaining supplements.
