| | l On November 7,1997, the NRC completed an inspection at your Torrey Pines Mesa and F Sorrento Valley facilities. The enciosed report presents the scope and results of that j inspection. |
| | The inspection included examination of activities conducted at the Torrey Pines Mesa and - |
| | ' Sorrento Valley facilities. The inspector noted that your staff had implemented effective |
| | [ programs in the areas of decommissioning, operations, management organization and controls, - |
| | radiation protectionfand personnel training as they relate to your possession-only license. The j inspection also included a review of circumstances involved with a fire in the Hot Cell Facility . |
| | : .that you voluntarily reported to the NRC. Within the scope of this inspection, one violation |
| | ; involving the failure to actuate a manual fire alarm was identified. Also, Section 4 of the - |
| | [ L enclosed report describes two issues related to training of personnel assigned as fire watches - |
| | n during torch cutting operations.- Although these issues appeared to be isolated, they indicate a - |
| | l need for additional attention to training and qualification, of personnel assigned fire watch responsibilities. . |

NRC INSPECTION REPORT 70-734/97-05 AND NOTICE OF VIOLATION _ '
Dear Mr. Edwards:
l On November 7,1997, the NRC completed an inspection at your Torrey Pines Mesa and F Sorrento Valley facilities. The enciosed report presents the scope and results of that j inspection.
The inspection included examination of activities conducted at the Torrey Pines Mesa and -
' Sorrento Valley facilities. The inspector noted that your staff had implemented effective
[ programs in the areas of decommissioning, operations, management organization and controls, -
radiation protectionfand personnel training as they relate to your possession-only license. The j inspection also included a review of circumstances involved with a fire in the Hot Cell Facility .
- .that you voluntarily reported to the NRC. Within the scope of this inspection, one violation
- involving the failure to actuate a manual fire alarm was identified. Also, Section 4 of the -
[ L enclosed report describes two issues related to training of personnel assigned as fire watches -
n during torch cutting operations.- Although these issues appeared to be isolated, they indicate a -
l need for additional attention to training and qualification, of personnel assigned fire watch responsibilities. .
- The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances -
[ surrounding this violation are described in detail in the enclosed report.~ Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed
}~' Notice when preparing your response. The NRC will use your response, in part, to determine i ,whether further enforcement action is necessary to ensure compliance with regulatory l requirements.
