Gentlemen:

SUBJECT: NRC Management Meeting

This refers to the Management Meeting held with you and members of your staff

at the Rancho Seco Nuclear Generating Station on November 14, 1988. Subjects

discussed during this meeting are sumarized in the enclosed Inspection Report

No. 50-312/88-35.

As noted in greater detail within, two clear themes emerged at the meeting:

1) SMUD has operated Rancho Seco successfully since restart; 2) SMUD's

connitments to the NRC in several areas for actions to be completed after

restart have not yet been met. The meeting focused primarily on these

connitments. It was the consensus that another meeting in the near future was

essential to ensure that SMUD's connitments in the engineering and long range

scope list (LRSL) areas, in particular, are clearly understood and agreed

upon. No response to this letter is required.
