RANCHO SECO NUCLEAR GENERATING STATION UNIT 1 In accordance with the monitoring and reporting requirements of the subject order, please find attached a summary of the Water Quality Monitoring Program at the Rancho Seco Facility for December, 1985.

Additional comments are as follows:

1. Rancho Seco was shut down December 5 due to steam generator level control problems. The plant was restarted on December 12 and power was increased to 100% on' December 16. The plant operated at 100% until December 22 when the plant was shut down due to a packing leak on a prim &ry sample system in excess of Technical Specifications. The plant escalated in power on December 24 and 25 but shut down on December 26 due to a loss.

3. Waste water discharges amounted to 198.6 M gallons.
4. Maximum TDS in waste water discharge was 485 ppm based on conductivity, which occurred during a retention basin release on December 14.
5. Flow through the new sewage plant averaged 8,785 gpd for the month of December.
6. The new sewage plant was put into operation November 30 and is still in a testing mode.

7. On December 26, a plugged sewer line caused an estimated 600 gallons of raw sewage to leave site through the station storm drain system. Because of the topography of the area all drainage flowed to the old construction impoundment just south of the restricted area fence, but still on SMUD's property. Due to cattle grazing in the area and walking through the impounded water, it was determined to be futile to sample for coliform, 800, or suspended solids. The CRWQCB, State Health Department, and County Health Department were notified by telecon on December 26.
8. High plant effluent oil and grease sample of 40 ppm on December 5 is attributed to storm runoff. A resample later the same day resulted in 3.0 ppm oil and grease. The CRWQCB was informed on December 6 by telecon.
9. High suspended matter in sewage plant effluent can be attributed to the auto-sampler suction line being at bottom of the collection sump and rain which has washed sediment from the overland terraces.
