AMENDMENT N0777 TO FACILITY OPERATING LICENSE NO. DPR-54, SNUBBER SURVEILLANCE TECHNICAL SPECIFICATIONS The Commission has issued the enclosed Amendment No.77 to Facility Operating License No. DPR-54 for the Rancho Seco Nuclear Generating Station. This amendment consists of a change to the facility Technical Specifications in response to your application dated April 7,1981, as supplemented and revised by your letters of November 14, 1983, and April 9, 1985.

The amendment revises the Technical Specifications defining the surveillance requirements for the snubbers installed at the Rancho Seco facility. The revised surveillance requirements impact the facility limiting conditions for operation.

A copy of the Safety Evaluation is also enclosed. Notice of Issuance will be included in the Commission's biweekly notice.
