DISTRICT RESPONSE TO NRC INSPECTION REPORT NO. 87-19 NOTICE OF VIOLATLQH NRC Violation 10 CFR 50.47(b)(14) and IV.F.5 of Appendix E to 10 CFR Part 50 require  :

Contrary to the above, the licensee had not corrected deficiencies initially identified during the 1986 Health Physics / Medical Drill,- in as far as these ' deficiencies occurred again during the Health Physics Drill and the Medical Drill conducted in May 1987. The deficiencies identified l during the Health Physics Drill concerned the ability to perform emergency  ;

I environmental sampling and pertained to the adequacy of procedures, )

l equipment and training. The deficiencies' identified during the Medical Drill related.to the quality of medical care provided.

l This is a Severity Level IV Violation (Supplement VIII).

District Response to Violation

1) Admission or denial of alleged violation.

The District admits that this violation occurred as stated.

2) Reasons for violation.

The violation occurred as a result of the transitional state of the a Rancho Seco Restart program and-the numerous improvements being made in the Emergency Preparedness Program. At the time of the' Health Physics and Medical drills, personnel assignments on the Emergency Response Organization were being revised, and a complete rewrite of the Emergency Plan and Implementing Procedures was in process. First aid and CPR training were underway but had not been completed. As a.

result of a combination of these factors, the deficiencies cited in the Notice of Violation occurred.

3) Corrective actions taken and results achieved.

First aid and CPR training are continuing. Contracts are being  ;

executed to retain additional nurses sufficient to provide 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />  ;

staffing.for emergency first aid coverage until such time as an  ;

emergency team member qualified in Advanced First Aid is available.

< 4) Corrective actions which'will be taken.

The Rancho Seco Emergency Plan will'be revised to reflect a) that-the emergency team will include.a_ member certified in Standard First Aid training, and b) that a member certified.in Advanced First. Aid' training, or site nurse will be available to provide medical attention. ,

An Emergency, Implementing Procedure will be developed to' address emergency environmental monitoring. Training will be developed to support this procedure and requisite.squipment will be obtained.

The District.will demonstrate improved environmental monitoring and 1 first aid response in a drill. to be scheduled at a later date.

5)- Date when. full ~ compliance will be achieved.
