1. Discharge 101 - Effluent of sewags treat =ent facilities Total phosphorus shall not exceed 2 mg/l on an avarage basis, nor 4 =g/l at any ti=e.

2. Discharge 001 - Combined Mechanical Draf t Cooling Tower s Blevdown.

a. The paraittee shall at all ti=as maintain in good working order and operate the Mechanical Draft Cooling Towers (MDCT's) as efficiently as possible so as to mini ~'ze te=perature differential between n=hient river te=perature and the te=perature of the discharge; provided, however, the MDCT's nay be shot down when in the judgment of the responsibla TMIKS personnel a co=bination of at=espheric conditions and river te=perature may aviac which causes the vaste water to be heated an it passes through the MDCT's or ice for..ation is observed to occur within the MDCI's. -

b. The te=peraturn of the discharge shall never e=ceed a esxi=u:s of 870 7, creept vb the a=bient river te=perature erceeds 870 7, in which case, the discharge te=peraturo shall not exceed the ambient river te=perature; the te=perature of the discharge shall not change by r> ore than 50 F during any one hocr period.

3. During plant cooldown operations the temperature of the discharge shall not exceed 120 7 above a=hient river teeperature.

d. At no ti=e shall the discharge exceed the rate of 150 million Eallens per day.

Within two years af ter both nuclear reactor units are in co=ercial operation, the Metropolitan-Edison Company vill collect and submit to the Depart =ent of Environmental Resources strean data which accurately defines the thermal ple- or zone of i= pact from the TMINS heated vasta discharga. As a mini =us, thernal pluse mapping data collected to meet the Unclear Regulatory Cc=sission's require =ents sh;11 be submitted to the Pennsylvania Depart =ent of Environ = ental Resources,

g. ThatthaTermitteesubmittothofannsylvania' Depart =entof Enviren= ental Resourcas within ninaty (90) days of issuance of A=endnent Mo.1.to the NPDES permit, an application for a new Pennsylvants Vater Quality Management pernit for the facilities associated with the thar.al component of discharge 001.

4. We cartify that tha final effluent limitations containad herein and in the attachad UPDES par =1t, to the extent that they are not incon- -

sistent with the linitations herein, are thosa effluent limitations which are required to achievs tha federally approved water quality criteria for the receiving stress.
