Operating License No. DPR-50 Docket No. 50-289 LER 81-003/03L-0 Enclosed please find Licensea Event Report 81-003/03L-0 concerning a fire wall penetration seal which was breached when core boring a new penetration.

This event is reportable as a violation of Technical Specif. cation 3.18.7 and reportable under Technical Specification 6.9.2.B(2). This planned core boring was discussed in a telephone conversation between L. W. Harding (GPUNC) and D. Haverkamp (NRC) on January 30, 1981 who agreed on the need for this report in order to proceed with the modification.
