Deletion of Appendix B, Environmental Technical Specifications from Davis-Besse Nuclear Fover Station, Unit Number 1 (TAC Number 52418)

Gentlemen:

On August 6, 1987, the Toledo Edison Company submitted an application for an Amendment to the Facility Operating License Number NPF-3 for the Davis-Besse Nuclear Power Station, Unit Number 1 (Serial Number 1371). The application requested that the operating license be revised to modify License condition 2.F.(1) and delete the remaining content of the Appendix B, Environmental Technical Specifications: Table of Contents and Sections 1.0, 3.1, 4.1, and 5.1 through 5.5. Actions required by these sections had been completed, and therefore Appendix B was no longer applicable. Also, License Conditions 2.F.(1) and 2.C.(2) reference these sections and should be modified to reflect the deletion.

The following Environmental Monitoring programs and reporting requirements are proposed to be maintained and/or instituted to facilitate the deletion of the Appendix B, Environmental Technical Specifications.

Vritten reports for the following items shall be submitted to the NRC Regional Administrator

1. Environmental conditions attributed to Station operation which could result in significant environmental impact.
a. This includes but is not restricted to: events of excessive bird impacts, animal mortality due to natural or plant related toxins or hazardous chemicals, unevaluated impacts to desirable species or l

species protected by the Endangerert Species Act (1973), unusual or  ;

drastic changes in vegetation types, distribution, or land usage  !

inventory due to plant operation, or excessive environmental impact resulting from herbicide application to transmission corridors associated with the plant.

b. In all instances, and with regard to the vegetation control within transmission corridors, in particular, systems associated with the plant shall be those located within the Owner Controlled Area (OCA),

with boundaries at Ohio State Route 2 to the vest, and the Toussaint River to the south.

2. Such reports shall be submitted to the commission within 30 days of the event and shall :
a. Detail the event and evaluate the extent, magnitude of impact, and plant operating characteristics.
b. Describe the probable cause and factors which contributed to or allowed for the event.
c. Indicate the remedial actions taken to mitigate the effects of the event.
d. Detail the corrective actions und.ertaken to preclude future events of a similar nature involving those systems or components indicated.
e. Provide the schedule of agency notification which occurred following event discovery.

License Condition 2.F(l) should be modified to read as follcws: (1) The Toledo Edison Company shall operate Davis-Besse Nutlecc Povar Station, Unit Number 1 within applicable Federal and State air and watec quality standards.

In addition, License Condition 2.C(2) should be changed to delete the reference to Appendix B.

The above is proposed as a commitment versus an item for inclusion in Appendix B. It vould be burdensome to maintain Appendix B solely for the purpose of keeping a record of a commitment to report any significant adverse terrestrial environmental impacts. Therefore, Toledo Edison believes that in making the above commitment it is providing the necessary basis for granting the License Amendment requested by Serial Number 1371.
