Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS, 50-327/87-26 AND 50-328/87-26

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

G. Belisle on April 27 to May 1,1987. The inspection included a review

of activities authorized for your Sequoyah facility. At the conclusion of the

inspection, the- findings were~ discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection included reviewing existing ' corrective

action systems for resolving identified problems. - Since February 23, 1987,

TVA has inctituted the Conditions Adverse to Quality Program at Sequoyah.

This' inspection concluded that the CAQ program as currently implemented is not

totally meeting management objectives. This has also been identified by TVA

L reviews and corrective actions. are being considered in the form of procedural

changes and defining all outstanding issues. Based on this assessment

established corrective action will be required by TVA prior to closure of NRC

Order EA 85-49.

Within these areas, the inspection consisted of selective examinations of

procedures and representative records, interviews with personnel, and

l observation of activities in progress. s

Within. the scope of the inspection, no violations or deviations were

identified.

Your attention is invited to an unresolved item identified in the inspection l

report. This matter involved the licensee's disposition of under-rated circuit

breakers on the 6.9 kv shutdown and unit boards in light of NRC Order EA 85-49.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Docunent Room.
