Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Additional Information on Applicants for Operator and Senior Operator Candidates AECM-87/0086 In response to the telephone conversation between Mr. Mike Shelly of our staff and Mr. Ken Brockman of your staff, the following information concerning the applicants for the May 18, 1987 operator license examinations at Grand Gulf Nuclear Station (GGNS) is submitted. Formal applications for the candidates were submitted via System Energy Resources, Inc. (SERI) letter dated March 2, 1987 (AECM-87/0043).

The application for Charles Dalton Bland indicated that his time on shift as an extra reactor operator began in November 1983. Mr. Bland was participating in the licensed operator training program at that time but failed to complete the program. Mr. Brockman questioned whether he had spent time on shift recently. Mr. Bland was enrolled in the current licensed operator training program and performed as the extra person on shift during the time frame of July 1986 to December 1986.

NUREG 1021, Examiner Standards, ES-109, Eligibility Requirements for Operator or Senior Operator License Candidates at Power Reactors, requires reactor operator and instant s nior reactor _ operator candidates to manipulate

... the controls of the facility... during five significant reactivity changes as described in the operator requalification program." At the time applications were submitted via the March 2, 1987 letter referenced above, SERI anticipated the GGNS base load to be such as to allow the five (5) significant reactivity changes to be performed during the course of normal operations. However, the l base load has been relatively stable since startup from the first refueling l outage (RF01) resulting in minimal opportunity for performing the required  ;

manipulations as described in our requalification program. SERI requests  ;

7, AECM-87/0086 Page 2 that fuel bundle movement into and cut of the core during RF01 be accepted as one (1) significant reactivity change, even though it is not specifically described in our requalification program, for the following individuals:

Thomas Lindsey Huey Michael Kevin Rasch John Floyd Throckmorton As discussed with Mr. Brockman, SERI requests two (2) individuals be removed from the Senior Operator License Candidate List and placed on the Reactor Operator Candidate List instead:

Michael Kevin Rasch Tommy Earl Tankersley In requesting arndnistration of the Senior Operator License examination for these individuals,'fERI had evaluated their experience against NUREG-1021, Examiner Standards, ES-109 and determined they mit the minimum eligibility requirements. The subsequent NRC evaluation disallowed some of the experience for which SERI took credit, resulting in the individuals no longer meeting the eligibility requirements for Senior Operator License Candidates. However, these individuals did meet the minimum experience required for a Reactor Operator License Candidate. Therefore, SERI requests Messrs. Rasch and Tankersly be allowed to sit for the Reactor Operato" examination.
