In your letter dated March 23,1984, (DCL 84-111) you comitted to meeting the 'stility Group recommendations regarding operating experience for shift ,

personnel prior to exceeding five percent of rated power at the Diablo Canyon

!Jaclear Plant. While the Comission is still considering the acceptability of the Utility Group proposal and the need for additional requirements for the Diablo Canyon staff, the Comissioners have directed the staff to audit the examinations given to the Shift Advisors.

We understand that four of the eight advisors have aircady completed training and examination. The other four started training about the week of ,

March 26, 1984, a.id will complete training and be examined about the week of April 16, 1984 The staff intends to audit the training program by reviewing the program dest.ription and selected course material, reviewing the results of the previously administered examination, reviewing the next written examination prior to its administration, and observing the oral board examinations. We intend to restrict our review to material on plant systems, administrative and operating procedures, including emergency operating procedures, and technical specifications. Mr. Don H. Beckham, Chief, Operator Licensing Branch, will contact you to determine your training and examination schedule and make the necessary arrangements for the audit.

In addition to the audit, we require submittal of detailed resumes of the operating experience, including any previous licenses held, for the Shift Advisors.
