NRC INSPECTION REPORT 50-275/93-21 AND 50-323/93-21 l
This refers to the inspection conducted by L. R. Norderhaug of this office on Ju'y 26-30, 1993. The inspection included a review of activities authorized for your Diablo Canyon Power Plant. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report.
Further, this letter refers to a telephone discussion with L. Fisher and W. Ryan of your staff on August 13, 1993.
Areas examined during the inspection are identified in the enclosed report.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with facility personnel, and observations of activities in progress. The inspection findings are documented in the enclosed inspection report.
Based on the results of this inspection, certain of your activities appeared to be in violation of NRC requirements. However, these violations will not be subject to enforcement action because your efforts in identifying and correcting these violations meet the critecia specified in Section VII.B of the Enforcement Policy.
This inspection also identified an unresolved item pertaining to processing of access authorization requests, including background screening, badging and enrolling the information in the security access control computer. This item requires further evaluation.
