Gentlemen: -

Subject: NRC Inspection

This refers to the special inspection conducted by Ms. G. M. Good of this

office on January 12 and 13, 1987,.of activities authorized by NRC License No.

DPR-80 and to the discussions of our findings held by Ms. Good with

Mr. R. Thornberry and other members of your staff at the conclusion of this

inspection.

This inspection was conducted to evaluate the implementation of your Emergency

Plan (EP) during the Unusual Event which was declared on January 2, 1987. The

inspection consisted of selective examinations of procedures and ,

representative records, interviews with personnel, and observations by the

inspector.

Based on the results of this inspection, it appears _that one of your actions

was not conducted in full compliance with NRC regulations, as set forth in the

Notice of Violation enclosed herewith as Appendix A. Your response to this

office is to be submitted in accordance with the provisions of 10 CFR 2.201 as

stated in Appendix'A, Notice of Violation.

Comments obtained during this inspection indicate that non-emergency telephone

calls directed to the Control Room during this event had a negative impact on

the handling of the emergency. The possibility of such a negative impact was

identified during our June 1985 Emergency Response Facilities Appraisal (see

,

Section 1.3.1 of inspection report no. 50-275/85-24). It is our belief that

coping with this situation'cannot be adequately addressed by additional

training only. Therefore, we suggest you consider other ways of handling the

non-emergency calls when the staff is responding to an emergency.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

The responses directed by this letter (and the accompanying Notice) are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
