' This acknowledges the receipt of your letter, dated April 19, 1988, by which l you transmitted Revision 16 to the Diablo Canyon Nuclear Power Plant Physical l Security Plan, dated March, 1984. We have determined that portions of these I plan changes are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable. However, as indicated in the enclosure, portions do not l appear fully consistent with the provisions of 50.54(p). Accordingly, you are i

to follow your previously approved plan in regard to these items. Resubmit 'j corrected plan pages as necessary to maintain plan continuity.

The changes in Revision 16 found not fully consistent with 10 CFR 73.57 were i

discussed telephonically between A. McQueen of this office and L. Fischer at Diablo Canyon on May 2, 1988.

Enclosure 2 to your letter forwarding the original Revision 16 submittal of June 30, 1987, and NRC Headquarters correspondence referred to in your letter of November 9, 1987, submitting changed pages to Revision 16, indicated that changes submitted with Revisions 15 and 16 are currently under review at NRC Headquarters and are the subject of continuing correspondence between Pacific l Gas and Electric Company (PGandE) and the Office of Nuclear Reactor Regulation (NRR). Our review does not address those changes and we are informed that NRR will respond directly to PGandE regarding those changes, i Should you want to pursue revising the security plan with respect to the changes set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.

The enclosure to this letter contains Safeguards Information which is required to be protected against unauthorized disclosure in accordance with 10 CFR 73.21.
