Gentlemen:

Subject: Systematic Assessment of Licensee Performance (SALP)

The NRC Systematic Assessment of Licensee Performance (SALP) Board has

completed its periodic evaluation of the performance of your Diablo Canyon

facilities during the period August 1, 1985 through July 31, 1986.

The performance of your Diablo Canyon facilities was evaluated in the

functional areas of plant operations, radiological controls, maintenance,

surveillance, fire protection, emergency preparedness, security and

safeguards, outages, quality programs and administrative controls, licensing

activities and training and qualification effectiveness. The criteria used in

conducting this assessment and the SALP Board's evaluation of your performance

in these functional areas are contained in the enclosed SALP report.

A management meeting to discuss the results of the SALP Board's assessment is

not a requirement, but may be held as a public meeting at the discretion of

the licensee or NRC. We are not requesting a meeting to discuss the results

of this SALP assessment; however, we would be pleased to meet with you if you

should so request. .Please contact this office within ten days of the date of

this letter if you wish to request a management meeting.

-Overall, the SALP Board found your performance to be acceptable and directed

toward safe facility operation. Certain strengths and weaknesses and board

recommendations are provided in Section IV, Performance Analysis, of the

enclosed SALP report.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this' letter and the enclosed

SALP report will be placed in the NRC's Public Document Room, as well as any

comments you may wish to submit to NRC regarding the content of the SALP

report.'

The NRC's Office for Analysis and Evaluation of Operational Data performed an

assessment of licensee event reports submitted for the Diablo Canyon

facility. This assessment was provided as an input to the SALP process; a

copy is therefore enclosed for your information.
