Dear Mr. Thornberry:
This correspondence is to acquaint you with the NRC Vendor Program Branch (VPB)
Fastener Evaluation Program. With the cooperation of our regional offices this branch has tested and evaluated 26 bolts (21 SAE J429 Grade 6, 2 Grade 8.2, 3 ASTM A490) from different nuclear power plants, bolt suppliers, and manufac-tures. The program involved mechanical and chemical testing of fasteners (bolts) at Franklin Research Center in order to ev.aluate the merits of the Industrial Fastener Institute's concerns regarding the presence of counterfeit fasteners (bolts) within the nuclear industry. Of the bolts we tested, all met their mechanical properties with the exception of one bolt from Diablo Canynn. The bolt failed the tensile test by 3200 lbs., testing at 24,100 lbs. instead of the required minimum for SAE J429 Grade 8, 27,300 lbs. The chemical analysis of the failed bolt was within specification for SAE J429 Grade 8, with.44 carbon,.92 Mn,.014 P,.035 S.
The fracture surfaces of the tensile specimens were fibrous and there was evidence of localized yielding therefore ductile fracture.
The VPB will continue to sample and evaluate safety related fasteners within the nuclear industry for compliance to the applicable code, standards and specification requirements.
Since an SAE J429 Grade 8 bolt which you supplied us did not pass its tensile strength requirement, please keep us informed of the results of any additional testing or other actions you take to satisfy this nonconforming condition. We are also interested in any safety related applications of SAE J429K Grade 8 and 8.2 bolts used and/or planned to be used in your plants.
Lastly, please provide us with detailed infonnation about your receiving and inservice inspection practices pertaining tc fasteners.
