Enforcement Discretion on Diablo Canyon Unit 1 Technical Specification Action Statement 3/4.3.3.6 Gentlemen:
We have reviewed your request of July 15, 1986, to delay calibration of the Diablo Canyon Unit I reactor coolant pressure wide range instruments. The analysis you submitted shows that Diablo Canyon Unit I will not be placed in an unsafe condition with approval of your request. Also, there appears to be good cause to support your requested delay of these calibrations.
Based upon the above, and after consultation with the Office of Nuclear Reactor Regulation and the Office of Inspection and Enforcement, your subject request for enforcement discretion is hereby granted to expire no later than September 19, 1986. However, as your request states, we understand that if the reactor is taken sub-critical prior to the expiration of this relief, this enforcement discretion is no longer applicable since the reactor coolant pressure wide range instruments will be calibrated, at that time.
If our understanding concerning your proposed actions, as summa'rized above, is not correct, you should promptly notify this office in writing.
