Gentlemen:
Your October 28, 1986, letter to Mr. John B. Martin, Regional Administrator, transmitted a copy of the Emergency Plan Standard Operating Procedure (SOP),
No. 111.25, for the California Men's Colony, San Luis Obispo. This letter also requested that the SOP 111.25 document remain confidential under the non-disclosure provisions of 10 CFR 2.790. You specifically reference the provision in 10 CFR 2.790(a)(7)(vi).
We have reviewed your submittal document for the purpe=c of determining whether it meets one or more of the provisions in 10 CFR 2.790 that would allow it to be excluded from public disclosure. With respect to 10 CFR 2.790(a)(7)(vi), this provision applies to certain limited law enforcement investigatory records, but does not appear to apply to the material in the document you submitted. The other 2.790 bases for excluding documents from public disclosure also do not appear to apply to SOP 111.25.
In accordance with 2.790(c), this letter is notice of our intent to place this document in the Public Document Room within 30 days from the date of this letter unless you request it be withdrawn. Paragraph 2.790(c) does permit you to withdraw the document provided your request is made prior to 30 days from the date of this letter.
