This refers to the routine safety inspection conducted by J. E. Dyer,
R. C. Pierson, and J. M. Sharkey of this office on April 28-May 2, 1986,
of activities at the Diablo Canyon Nuclear Power Station authorized by the
NRC operating license DPR-80. The inspection findings were discussed with
R. Thornberry and others of your staff during, and at the conclusion of, the
inspection.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective examinations
of procedures and representative records, interviews with personnel, and

observations by the inspectors.

Within the scope of the inspection, no violations or deviations were identified.

However, your attention is invited to the one unresolved item identified in
the inspection report. This item related to your determination of system
'
operability during a specific corrective maintenance situation. This item will
be followed up in future inspections.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
