Shiffer, Vice President Nuclear Power Generation Gentlemen: Subject: NRC Security Inspection - Diablo Canyon, Units 1 and 2 This letter refers.to the' routine Safeguards Inspection of your activities at Diablo Canyon Power Plant (DCPP), Units 1 and 2, authorized under NRC License Nos. DPR-80 and DPR-82 conducted by Messrs. D.W. Schaefer and L.R. Norderhaug of this office on January 12 - 16, 1987.
It also refers to the discussion of the inspection findings held by the inspectors with Mr. R.C. Thornberry, Plant Manager, and members of his staff on January 16, 1987.
Further, this letter refers to a telephone discussion between Messrs. R. Todaro, DCPP, and M.
Schuster and L. Norderhaug of this office on January 26, 1987.
Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with facility and contract personnel, and observations by the inspectors.
Based on the results of this inspection, it appears that certain of your / activities were not conducted in full compliance with NRC regulations, as set ' forth in the Notice of Violation, enclosed herewith as Appendix A.
Pursuant to the provisions of 10 CFR 2.201 you are required to respond as indicated herein.
Additionally, you are requested to respond to concerns and comments related to security assessment aids and your maintenance program as discussed in paragraphs 2D and 10 of the inspection report.
You should include a description of corrective actions taken or planned.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your safeguards and security procedures are exempt from public disclosure; therefore, the enclosed report, Appendix A, and your response.to Appendix A will not be placed in the Public Document Room and will receive limited distribution.
/ The response directed by this letter and the accompanying Notice are not subject to the clearance provisions of the Office of Management and Budget, otherwise required by the Paperwork Reduction Act of 1980, PL 96-511.
